The E-Learning Intellaction Working Group will develop a series of how-to guides for providing e-learning. The guides will focus on suggesting the ideal types of content suited to distance learning for judges, court administrators, representatives of the Government (Justice), and lawyers, and the guides will identify delivery methods as well as technologies to deliver that content.

An important underlying goal of the group is to provide a practical solution that can be used by stakeholders to setup an effective e-learning course or system immediately. While some time will be spent on theory, the focus will be on practical, ready-to-use advice.

The working group’s purpose is not to recommend any particular software or platform but rather suggest and explain what capabilities are necessary to deliver the best e-learning environment and content. Currently available platforms will be reviewed however, so the stakeholder can proceed immediately if required.

Some regions are already using e-learning tools and some are not. Regional cooperation can help by sharing lessons learned and provide a better understanding of when and how to use e-learning. This means providing advice on what areas of law are posing questions that should be discussed, and on an ongoing basis, updating commentary about developments in these areas.

Finally, the working group will draw from the experiences of judges, court administrators, and lawyers, but also experts unrelated to law, such as: (1) experts in adult education, (2) universities and colleges, (3) adult learners, (4) IT experts including computer programmers, and (5) government.
