Deputy Minister to the Premier of British Columbia, Allan SeckelAllan P. Seckel, Q.C., was appointed Deputy Minister to the Premier and Cabinet Secretary in October 2009. In this position he is also the Head of the BC Public Service, the largest employer in the province with over 30,000 employees and more than 200 distinct fields of occupation. Mr. Seckel was previously the Deputy Attorney General for British Columbia. He was appointed in 2003 following a successful career in civil litigation and class action practice in Vancouver. As Deputy Attorney General, Mr. Seckel oversaw the administration of justice in the province, including offering administrative, security and enforcement services to support the independent judiciary, and prosecuting offences under Criminal Code of Canada, the Youth Criminal Justice Act and under provincial statutes. Mr. Seckel played a key role in articulating a vision for justice transformation in British Columbia and provided leadership in the design and implementation of criminal, civil and family justice reform projects. Mr. Seckel earned a B.A. (Honours) in Economics and Commerce in 1980 from Simon Fraser University before studying Law at the University of Victoria, where was awarded the law Society Gold Medal on graduation. He then articled with Chief Justice Nemetz, and Russell & DuMoulin. In 1986, he attended the University of Cambridge (Gonville Caius College) as a Commonwealth Scholar and completed a Master of Laws degree. When he returned to Vancouver he worked with Russell & DuMoulin (now Fasken Martineau), where he built a civil litigation and class action practice.
